Julio César Turbay Ayala was a Colombian lawyer and politician. He served as the 25th President of Colombia, from 7 August, 1978 to 7 August, 1982, among many other posts, including Minister of Foreign Affairs, from 7 August, 1958 to 1 September, 1961.

His father, Antonio Amín Turbay, was a Lebanese-born businessman, from Tannourine, Batroun. His mother, Rosaura Ayala Hernández, was a peasant, from San Juan de Rioseco, Cundinamarca.

President Turbay was married to Amparo Canal Sandoval, until his death. His children with his niece and former wife, Nydia Quintero Turbay, are lawyer and politician Julio César Turbay Quintero, journalist Diana Consuelo Turbay Quintero, journalist and diplomat Claudia Consuelo Turbay Quintero, and María Victoria Turbay Quintero.

President Turbay’s maternal grandfather was named Ildefonso Ayala.

President Turbay’s maternal grandmother was named Andrea Hernández.

President Turbay’s brother, Aníbal Turbay Ayala, was the paternal grandfather of Colombian-American actress, model, beauty queen, and television presenter Paola Turbay.
